Per NCCI's Scopes Code Description:
Code 9521 is applied to insureds engaged in house furnishings installation provided such operations are not otherwise classified in the manual. While this classification’s phraseology states “house” furnishings, its scope is intended to apply to commercial as well as domestic installations of the goods described below.
Code 9521 contemplates the installation of “house” furnishings such as slipcovers, curtains or draperies, window shades, venetian blinds, and wooden window shutters when performed at a customer’s premises. Code 9521 contemplates installation of curtains or draperies in public buildings when these furnishings are hung from the floor or by use of a stepladder. Assign Code 5102 to other methods of curtain or drapery installations.
As indicated in this classification’s phraseology, upholstering is included within its scope. Such upholstering, however, is limited to upholstering performed away from the shop, which is incidental to and in conjunction with house furnishings installation. Refer to Scope 9522 for those risks engaged in the upholstering business.
Code 9521 is also applied to interior decorators offering consulting services with respect to decor, colors and materials in homes and offices when these interior decorators are employed by a risk properly classified to Code 9521 and the interior decorator is exposed to installation operations. In the event that an interior decorator’s duties are exclusively those of offering advice and the interior decorator is not exposed to installation operations, Code 8742 is assigned to this employee. Assign the proper store classification to interior decorators employed by stores, when these employees are exposed to installation activities contemplated by the store classification or if they are engaged in sales operations in the store.
Separate crews (referred to as merchandisers), who are employed by manufacturers, wholesalers or specialists who perform window display or trimming installation or installation of advertising displays in stores or other locations are assigned by analogy to Code 9521. Merchandisers may also travel to various stores and stock shelves with the appropriate merchandise.
Code 9521 is applicable to sign installation, maintenance, repair, removal or replacement provided the sign work is within the following parameters: Operations contemplated by this code include interior or exterior attachment of signs to surfaces from floors or stepladders such as, but not limited to, exit signs, entrance signs, wall directories, restroom signs and directional signs. Code 9521 excludes sign installations on roofs, streets, roads, walkways or by the use of cranes, hoists, scaffolding, forklifts, aircraft and other similar mechanical devices. Code 9521 shall not be assigned to employees of insureds engaged in sign installation service on the premises of the insured. Such payroll must be assigned to the governing classification. Shop operations for these sign installers are to be separately rated.
Refer to Code 9554 for risks engaged in the erection and maintenance of outdoor advertising on billboards, risks that engage in sign painting or lettering on the outside of buildings or other structures, or risks engaged in bill posting operations. Refer to Code 9501 for risks that engage in interior sign painting or lettering.
Certain Code 9521 operations are designated as “not otherwise classified” (NOC). These NOC operations shall apply to an insured only when no other classification more specifically describes the insured’s operations. The following is a representative list of operations somewhat related in nature to Code 9521 operations that are not assigned to Code 9521.

In addition to this representative list, one should review sources such as the alphabetical index in this manual to determine whether a classification other than Code 9521 or a classification other than a classification on the above list is applicable to the operations being reviewed for classification purposes.
Massachusetts Refer to Code 9552 for risks engaged in sign manufacturing and/or installation, and Code 9553 for exterior sign painting or lettering on the outside of buildings or structures by risks other than outdoor advertising companies. Refer to Code 9549 for operations conducted by outdoor advertising companies, and refer to Code 9545 for risks engaged in bill posting operations. Code 9521 does not contemplate any type of sign installation. Code 9554 is not available (N/A MA).
