Per NCCI's Scopes Code Description:
Code 8215 applies to employers, usually located in rural areas, principally involved in storing and selling hay, grain, feed, sacked or bulk seeds, insecticides or fertilizers. Because of the nature of the merchandising activities, it is normal for these employers to deliver the product sold to the customers; therefore, the classification includes the reference to drivers. Such dealers frequently handle miscellaneous merchandise in accordance with the general requirements of the local trade. These would be items such as garden tools, hoses, spray equipment, and poultry and dairy equipment. Such operations have consistently been considered incidental to such enterprises.
A fertilizer dealer that mixes various components of fertilizer (e.g., urea, potash) using a bulk blending unit or similar device is not considered a fertilizer manufacturer (Code 4583) because this type of blending is included in Code 8215.
In those instances where hay, grain or feed dealers sell and distribute anhydrous ammonia, such distribution is considered to be a separate undertaking or enterprise that is classified to Code 8350.

Massachusetts Code 8215 contemplates the incidental blending of fertilizers conducted by fertilizer dealers. With respect to the spreading of fertilizers, refer to Codes 0050—Farm Machinery for dealers or contractors engaged in any type of agricultural fertilizer or pesticide application, or ground spraying on existing right-of-ways, and 0046—Fertilizer or Pesticide Application for dealers or contractors engaged in the ground application of various types of liquid or granular fertilizers and pesticides on lawns located at commercial sites, golf courses, public or private parks and private dwellings.
