Class Code: 8010

Per NCCI's Scopes Code Description:

Code 8010 is applicable to wholesale or retail dealers engaged principally in selling articles such as nails, screws, bolts, washers, gaskets, brackets, locks, hinges, electrical outlet boxes, switches, fuses, plugs, sockets, hand or machine tools, portable electric tools, plumbing fittings and snowplows. Stores engaged principally in the sale of garden tools, supplies and equipment such as flowerpots, fertilizer, sod, birdbaths and statuary, incidental potted plants, trees, shrubs, bulbs, grass seed, and lawn mowers shall be assigned to Code 8010 whether the sales are to retail customers or wholesale customers.

In addition, hardware stores usually sell a wide variety of incidental “non-hardware” items such as paint, wallpaper and allied supplies, household electrical appliances, phonographs, radios and television sets, kitchenware, china and glassware, and sporting goods. Such stores may also rent floor scraping or polishing machines, rug and upholstery cleaning machines, and similar equipment. Refer to Code 8046 for stores engaged in the sale of automobile accessories or parts.

This classification also includes “ship chandlers” who are dealers in ship supplies and equipment such as engine room equipment, lifeboat supplies, navigational instruments, deck gear, and other ship stores.

Barring specific Basic Manual exceptions, rental of machinery or equipment is usually assigned to either Code 8010 or Code 8107—Machinery Dealer NOC. The Code 8107 risk is distinguished from the Code 8010 risk by the fact that Code 8010 risks rent equipment of the type enumerated in this scope while machinery dealers rent machinery or equipment of a heavier nature such as bulldozers, graders and cranes. The Code 8010 risk rents hand-held machinery or equipment or rent equipment typically used by the home handyman. A risk engaged in the rental of products ordinarily contemplated by Code 8010 that also rents an incidental amount of heavier machinery is classified to Code 8010.

Other types of retail stores or operations assigned to this classification are:

   
1.    Stores selling parts and supplies for radio, television or phonograph equipment.
2.    Bicycle stores, including rental and incidental repair work.
3.    Locksmiths, including installation, repair or replacement of locks in existing buildings.
4.    Durable medical equipment/goods stores, including rental and incidental assembly and repair work. Installation at client’s location to be separately rated.

Stores engaged principally in the wholesale or retail mail order sales of hardware are included in this classification.

Other types of risks included in this classification are wholesale dealers in the following articles:

   
1.    Audio or video parts and accessories
2.    Aircraft parts and accessories
3.    Air conditioning or refrigerator parts
4.    Cutlery
5.    Oil burners and parts
6.    Sewing machines and parts

OPERATIONS NOT COVERED:

   
1.    Stores engaged principally in the retail selling of paint, wallpaper and allied supplies, kitchenware, china and glassware, or sporting goods shall be assigned to Code 8017—Retail Stores NOC.
2.    Stores engaged principally in the selling of automobile accessories or parts shall be assigned to Code 8046—Automobile Accessories Stores Retail.
3.    Repair or installation of household electrical appliances, phonographs, radios and television sets by separate employees at or away from the store shall be assigned to Code 9519—Household Appliances—Installation, Service or Repair.
4.    Separate employees of hardware stores who sharpen ice skates, lawn mowers or cutlery or who repair engines typically found in lawn mowers or snowmobiles are assigned to Code 3632—Machine Shops—NOC.
5.    Wholesale or retail dealers principally engaged in selling plumbers’ supplies such as tubs, sinks, radiators, tanks, boilers and other plumbing fixtures or equipment shall be assigned to Code 8111—Plumbers’ Supplies Dealers.
6.    Wholesale or retail dealers principally engaged in selling wire, cable or metal conduit shall be assigned to Code 8106—Iron or Steel Merchants.
7.    Wholesale or retail dealers principally engaged in selling metal pipe, rods, tubes, sheet metal, iron, steel or non-ferrous metals shall be assigned to Code 8106—Iron or Steel Merchants.
8.    Wholesale dealers in welding supplies such as tanks, torches, welding rods and face masks shall be assigned to Code 8018—Welding Supplies Stores—Wholesale—NOC.
9.    Stores engaged principally in the sale of major household electrical appliances shall be assigned to Code 8044—Store—Furniture (Wisconsin: Code 8010).
10.    Stores engaged in the sale of farm equipment or merchandise are classified to the appropriate store class based on the store’s principal receipts. This may include but is not limited to Codes 8010, 8116 or 8215.

State Addendum
Massachusetts Refer to Code 8046 for stores engaged principally in the retail sale of automobile accessories or parts. As noted in specific cross-reference phraseology, Automotive Replacement Parts Distributors—Wholesale are assigned to Code 8010. Additionally, drivers employed by such wholesale distributors are properly assigned to Code 7380.

Barring specific MA Manual exceptions, rental of machinery or equipment is usually assigned to either Code 8010 or Code 8017—Machinery Dealer NOC.

Durable medical equipment/goods stores, including rental and incidental assembly and repair work, are not assigned to Code 8010. Rather, the equipment or merchandise are assigned to the appropriate store classification based on the store’s principal receipts. This may include, but is not limited to, Codes 8017, 8018, or 8044. Installation at client’s location is separately rated.

Refer to Code 8018, which is assigned by analogy, to the exclusive merchandising of non-ferrous metals, e.g., copper, brass, aluminum, etc., received in the form of sheets, tubes, coils, bars and rods.
