Per NCCI's Scopes Code Description:

Code 4583 is applied to employers that manufacture complete wet or dry fertilizers. These employers, as part of their operation, may process phosphate pebble or rock received from others by washing, crushing, grinding, screening, and drying. This ground phosphate rock is treated with sulphuric, phosphoric or nitric acids to produce acid phosphate or super phosphate. The manufacture of treating acids by wet fertilizer manufacturers is considered incidental to the fertilizer manufacturing process and is classified to Code 4583.

Employers that manufacture wet fertilizers will, according to formula, mix acid phosphate or super phosphate along with anhydrous ammonia, ammonia in water solutions, ammonium nitrate, urea, nitrogen solutions composed of water, ammonia, ammonium nitrate and urea, ammonium sulfate, ammonium phosphate, and potash. Various fillers such as, but not limited to, humus or peat are added. The completed liquid fertilizers are usually pumped into tank trucks for delivery to customers.

Employers that dry mix complete fertilizers also are classified to Code 4583. The operations involve the mixing of super phosphate with ammonium nitrate, ammonium sulfate, ammonium phosphate, urea, potash, and dried fillers according to formula. Dry mixing, bagging, and delivery payroll usually constitutes a substantial proportion of the total exposure in Code 4583.

The manufacture of wet or dry fertilizer from seaweed is assigned by analogy to Code 4583.

Employers that manufacture potting soil and peat moss mixtures are assigned to Code 4583. Shipments of pine bark and wood chips are received and ground into sawdust. The sawdust is piled into mounds and allowed to decompose. The decomposed material is bagged and shipped to nurseries and garden supply stores. These “soil acids” can be compared to fertilizer in that they are used as soil conditioners. Additionally, the extensive bagging operations performed by these employers are analogous to operations performed by dry fertilizer manufacturers.

Massachusetts Refer to Code 8215 for fertilizer dealers engaged in incidental blending of fertilizers. With respect to the spreading of fertilizers, refer to Code 0050—Farm Machinery for dealers or contractors engaged in any type of agricultural fertilizer or pesticide application, or ground spraying on existing right-of-ways, and Code 0046—Fertilizer or Pesticide Application for dealers or contractors engaged in the ground application of various types of liquid or granular fertilizers and pesticides on lawns located at commercial sites, golf courses, public or private parks and private dwellings.
