Per NCCI's Scopes Code Description:

Code 4304 is applied to employers that publish newspapers daily or periodically. Type, type lead, stereotypes, photoengravings or lithographic plates, ink and newsprint are received from others. The operations include the conventional linotype on hot lead typecasting to prepare composition printing plates or the transferring of photocopy to metal plates. The press operations involve the drawing of a continuous roll of paper through the entire length of the press so that it receives the print of all the page plates. The paper is then folded, cut, trimmed, counted, stacked and tied, ready for delivery to news carriers.

Refer to this code’s footnote for proper classification procedures for news carriers employed by newspaper publishers. The determination as to whether news carriers are employees for workers compensation purposes is not made by NCCI. This determination should be made by interested parties after consultation with their legal counsel.

Reporters and photographers employed by newspaper publishers are classified to Code 8742.

Employees who perform photographic composition work or automated platemaking of the type described below are classified to Code 8810, provided that they work in physically separated departments and do not perform any other operations properly classified to Code 4304 or any other code.

Photographic composition employees classified to Code 8810 use a standard electric typewriter keyboard to select characters from a matrix and project their images through a lens onto photographic films or papers, which are then developed. Employees who work at drafting tables with simple tools, such as scissors or knives, and assemble photocomposed paste-ups are also classified to Code 8810, as are employees who prepare a proof of the photocomposed sheet on a machine commonly used to prepare blueprints.

Automated platemaking operators who place a plate into one side of a machine and within a brief period of time receive a completely processed plate from the other side of the machine are also classified to Code 8810. The machines used in this process are typically similar to office copying machines and use chemicals of an aqueous nontoxic nature.

The reference to the classification procedures for news carriers in the scope does not apply in Kentucky.
