Per NCCI's Scopes Code Description:
Code 3146 is applied to insureds engaged in the manufacture of a great number of products, some of which are metal handbag frames, doorknobs, handles and key plates, saddlery hardware including bits, buckles and snaps, casket hardware, trunk hardware, refrigerator handles and hinges, combination and time locks for safes, automotive specialties such as choke and throttle rods, accelerator assemblies, metal moldings and incidental trim, tire and automobile locks and hood latches, roller and ice skates, horseshoes, etc. These and similar products are usually made from metal bars, rods or castings received from others and processed by machining, stamping and assembling. Such operations include extensive plating, polishing, buffing and hand assembling. Incidental foundry operations are contemplated within the scope of this classification.
As indicated by Code 3146’s phraseology, this classification applies to operations that are “not otherwise classified” (NOC).
While the term “hardware” is broad in nature, Code 3146 is intended for the manufacture of goods described above and the manufacture of analogous goods that are not otherwise classified. The following is a representative list of classifications other than Code 3146 that contemplate the manufacture of hardware goods. In addition to this representative list, one should review sources such as the alphabetical index in this manual to determine whether a classification other than Code 3146 or a classification other than a classification on the following list is applicable to the type of hardware which is being manufactured:

The term “hardware” as used in Code 3146 is not intended to include the manufacture of computers and related items such as disk drives, all of which are commonly referred to as computer hardware. However, the manufacture of hinges, handles, latches and similar devices, which may be components of a computing device, are contemplated by Code 3146.
