Per NCCI's Scopes Code Description:
Code 2790 applies to employers performing pattern making operations that are not otherwise classified in the Basic Manual. Code 2790 is restricted to those employers performing pattern making as a separate and distinct business. It does not apply to employers performing pattern manufacturing operations when the pattern is used by the same employer to manufacture a product.
This classification includes the manufacture of patterns, from either wood or metal. The manufacture of wood patterns involves cutting and machining wood with handsaws, jointers, lathes, and other woodworking machines. Parts are assembled, glued, sanded, and varnished. There is considerable hand finishing. The preparation of metal patterns involves the manufacture of a wood model which is then used to make a mold from which the metal patterns are cast. Once cast, the patterns are cleaned on emery wheels, machined with precision tools, and finished to exact specifications.
Wood carving by hand or machine, such as carving furniture parts, is classified to Code 2790. Employers that perform the fabrication of high grade model ships, railroads, and aircraft are assigned to this classification. The use of the restrictive phrase “high grade” is based on the analogy to wood carving which contemplates work of an intricate nature. Refer to Code 4902 for employers that fabricate simple, easy to assemble model airplane, glider, or boat kits.
The building of architectural scale models for real estate scale presentations is also classified to Code 2790.
Code 2790 also applies to the manufacture of sand core strainers, shoe forms or lasts (a block or form shaped like a human foot), wood airplane propellers, and photographic model displays.
Certain Code 2790 operations are designated as “not otherwise classified” (NOC). These NOC operations will apply to an employer only when no other classification more specifically describes the employer’s operations. The following is a representative list of operations somewhat related in nature to Code 2790 operations that are not assigned to Code 2790.

Massachusetts Refer to Code 2841 for risks engaged in the fabrication of simple, easy-to-assemble wood model airplane, glider or boat kits. Code 2790 is additionally assigned, by analogy, to the manufacture of wood shoe forms or lasts. Refer to Codes 4452 and 4484 for shoe forms or lasts manufactured out of plastics.
