Per NCCI's Scopes Code Description:
Code 2651 applies to the manufacture of parts used by others to manufacture complete shoes. Refer to Code 2660 for employers that manufacture shoes. Refer to Code 4279 for employers that manufacture shoe patterns.
Raw materials such as sheet leather, leather board, leather fiber, rough wood heels, cement, shellac, and thread are received from others. The operations involve skiving, cutting to size, folding, rolling, gluing, and sewing by machine. Leather and heavy cotton cloth are cut to size and shape, usually by hand dies. Clicking and skiving machines are used to produce the finished products, which are packed and shipped to shoe manufacturers.
Products include leather welting, fiber and leather heels, leather soles and innersoles, heel lifts, shoe counters, box toes, and rands.
Both nonmetallic gasket and nonmetallic washer manufacturing are included in Code 2651. Gaskets of this nature are generally made from materials such as cork, paper, rubber, plastic, foam, or felt materials.
Employers performing operations described in this scope may fabricate dies for use in their own manufacturing operations. The manufacture of these dies is included under Code 2651.
Massachusetts Refer to Code 4410 for employers that manufacture rubber shoes or boots without the string lasting method. Refer to Codes 4452 (fabricated) or 4484 (molded) for risks engaged in the manufacture of shoe forms or lasts.
